La FELGTB es el referente más importante del movimiento asociativo gay, lésbico, transexual y bisexual del Estado Español. Por historia, por trayectoria, por estructura, por número de asociaciones que la integran, por las aportaciones hechas en estos años podemos hacer esta afirmación. 

 

La Federación Estatal de Lesbianas, Gays, Transexuales y Bisexuales es, ante todo, un espacio de coordinación e intercambio para el movimiento asociativo lgtb. Más de 30 asociaciones, de todo tipo, de ciudades grandes y pequeñas, de casi todas las comunidades autónomas, de estudiantes, de jóvenes, de deportistas, de lesbianas, de gays, de transexuales, de bisexuales... estamos compartiendo recursos y actividades.

 

Tres son los ejes vertebradores de la FELGTB hasta ahora: la reivindicación de la igualdad legal y el respeto social hacia la diversidad, la celebración del 28 de junio, día internacional del orgullo lgtb,  y la formación de los activistas de las asociaciones miembro de la federación.

 

A pesar de la escasez de recursos económicos y humanos hemos podido articular, precisamente gracias al esfuerzo de algunas entidades miembro de la FELGTB, importantes acciones como las sucesivas campañas VOTA ROSA que culminaron con la campaña de 2004 NO VOTES PP. Hemos estado organizando y liderando el calendario de acciones y la multitudinaria manifestación estatal del Orgullo lgtb cada año en Madrid. Con los pocos recursos que podemos obtener de las administraciones hemos tratado de ofrecer formación, organizar jornadas de reflexión y debate, concretamente sobre políticas lésbicas, de jóvenes contra la homofòbia, de cooperación internacional, de familias homoparentales; hacer importantes e impactantes campañas de prevención del VIH-SIDA, estudios sobre familias homoparentales, sobre tercera edad y diversidad sexual, sobre el sistema educativo español y la orientación sexual... pero el 90% del trabajo de la Federación corresponde a las entidades que la forman.

 

La estructura federal coordina, pero la iniciativa y el trabajo es de les entidades miembro que ponen en común su trabajo y, de esta manera, actividades o campañas de cualquiera de la asociaciones pueden ser aprovechadas por el conjunto de las entidades de la FELGTB. Un objetivo para un futuro próximo es consolidar la estructura central y de ese modo potenciar aún más el trabajo en red. En la FELGTB el planteamiento de las distintas entidades que la integran no sólo es que pueden obtener de la federación, sobre todo es qué pueden aportar a la federación.

La FELGTB se mantiene económicamente gracias a las subvenciones públicas estatales, las cuotas de cada entidad que, en función del número de socios/socias y su presupuesto anual, oscilan entre los 90 € y los 600 €, y las donaciones que puntualmente personas, entidades privadas o empresas puedan realizar.

 

Las ventajas de pertenecer a la FELGTB son, entre otras, poder decidir determinadas cuestiones que están marcando la agenda del movimiento lgtb en España. Desde la interlocución sobre las reformas legales que están afectando al colectivo lgtb hasta los programas de sensibilización y lucha contra el homofòbia que vamos a proponer al gobierno... La representatividad de la FELGTB (representatividad ganada en los útimos años a pulso) es importante para esa interlocución. Y no debemos olvidar que también hemos liderado, junto a la CGL (Cataluña) la definición del discurso ideológico del movimiento lgtb en España, un discurso fundamentado en la defensa de la igualdad legal como forma de conseguir el respeto a la diversidad sexual. Diversidad de la que forman partes todas las expresiones asociativas: lesbianas, seropositivos, jóvenes, transexuales, emigrantes, expresos sociales del franquismo, mayores... en esa diversidad también se incluye la territorial, las grandes ciudades, las pequeñas y las medianas.

Los objetivos políticos y sociales de la federación, así como las modificaciones de los Estatutos, los debatimos y fijamos en un Congreso cada dos años donde todas las asociaciones, con sus delegados y delegadas, deciden el futuro de la FELGTB y valoran la tarea hecha.

- What is FELGTB ?

 

 

FELGTB (Lesbian, Gay, Transgender and Bisexual State Federation) is the main reference point for the associative movement of the LGBT community in Spain . We can affirm it, considering the history, the development, the structure of our Federation, the number of associations involved and the innovations we have introduced.

 

 

First, FELGTB has a role of coordination and mutual exchange for the LGBT associative movement. More than 30 associations of different kind, from cities and towns, expression of almost every region of Spain, groups of students, young people, sport players, lesbians, gays, transgender people, bisexuals, ... we are all sharing activities and means.

 

At the moment our association has four main tasks: the achievement of legal equality and social respect towards diversity; the celebration of the LGBT civil rights International Day (28th of June); training and formation for/of the associations’ activists  and volunteers who collaborate with us; promotion and creation of services for the LGBT community.

 

Despite the few economic and human resources, we have organized, in particular with the commitment of some of FELGTB associations, some important initiatives claiming the legal equality, now so close, for gays, lesbians and transgender people, along with  campaigns, activities and reporting about the situation of legal discrimination we still suffer. Each year we have organized and develop several actions including the big national LGBT pride parade, which takes place every year in Madrid and in the whole Spain . With the few public resources that we can obtain, we seek to provide formation, organize days of reflection and debates, concretely focussed on lesbian politics, young people engagement against homophobia, international cooperation, homoparental families; we also try to organize important and effective HIV-AIDS prevention campaigns, surveys on the homoparental families, elderly people and sexual diversity, the Spanish education system and the sexual orientation... Moreover we have to add the effort of the associations member of our Federation. We are just working hard to overcome not only legal discrimination, but also the social stigma who has traditionally persecuted gays, lesbians, transgender people and bisexuals in our society.

 

The federal structure has a role of leadership and co-ordination, but the initiative and the work belong to the member entities which share their work and, on this way, activities or campaigns of any association can take an advantage from the common belonging to FELGTB.

A goal for the near future is to consolidate the central structure and then to strengthen even more our network. FELGTB aims no only that members associations can have advantages from the Federation, but also give a contribution.

 

FELGTB’s financial support comes from State subsidies, from the quotas of each member association, according to the number of members, to the annual budget and the donations which persons, private entities or companies can make.

 

FELGTB’s authority (that we got during the last years after a big effort) is important for one of the main goals of our organization: the dialogue. We have not to forget that we have also led the ideological reflection over the definition of the Spanish LGBT movement, based on the defence of legal equality as a way to reach respect for sexual diversity. Diversity which distinguishes all the associative expressions: lesbians, HIV+, young people, transgender people, migrants, people who were marginalised during the Franco dictatorship, elderly people… in this diversity we consider also the territorial difference between big and little cities and towns.

 

Both the political and social goals of the Federation and the Statutes modifications, are discussed every two years in a Conference of all the associations, where the delegates decide FELGTB’s future and evaluate the job done.

 

The main objectives which appear in our Statute are, nowadays, the following (article 6^th):

 

“A. – The social acceptance  of the LGBT reality.

B. – The struggle against any form of discrimination based on sexual orientation and on sexual identity.

C. – AIDS prevention and programmes of support and solidarity towards HIV+ people.

D. – The struggle against any form of discrimination towards HIV+ people.

E. – Providing support and attention to gays, lesbians, transgender people and bisexuals.

F. – Strengthening LGBT mixed movements and visibility of gays, lesbians transsexuals, as a representative of the association and of the Federation itself.

G. – The federation will promote and support the associations with less economic and material resources.

H. – Realization of studies and works related to the LGBT community.

I. – Strengthening of safe healthy way of living and realizing programmes for holistic health.

J. – Strengthening gay and lesbian studies and LGBT community activities and cultural events.

K. -  Intervention in  young people, women and elderly people policies.

L. – Human rights defence in the world.

M. – Intervention in policies to eradicate discriminative and intolerant attitudes in our society.

N. – Implementation  of co-operation programmes for the development according to the previous objectives..”
